It seemed that Toturi had been in hiding. While this was not the actual case, she had been fairly absent from the courts apart from her required appearances. Even then she seemed distracted whenever engaged about the matters of the winter court. She had been impatient with courtiers and almost rude (if such a thing were possible for the empress) when asked about various treaties and artistic performances. Rumors flew about that she was locked in night long meetings with her closest advisors and new court members. Those who were in these special counsels were sworn to secrecy concerning what was discussed. They assured whoever they spoke with that all would be revealed in time. This made it even stranger that the Empress called a special session of court late one evening, to be attended by only higher ranking samurai.

She sat quietly but tensely on the Steel Throne, leaning on some of her weight on her sword. She was bedecked, as ever, in the finest silks and purest makeup but she seemed less than thrilled with having to be so dressed up. When the court had assembled she rose to speak.
"My subjects, you are almost certainly aware of what transpired here several days ago. The ronin, Shahai, has used forbidden methods to threaten the Imperial Personage. This threat must be met with force. I myself have been in several discussions with many of my advisors on the wisest way to combat this threat. We have decided for now to hold a council of war as to what should be done about this new force from the South. Those of you who are so inclined may help to formulate plans or offer your clan's resources to the cause. This council will be held under the direction of the Shogun, beginning in the morning."
And with that she closed court and processed back to her chambers.
