[Horimono-san, I will write you into this next post, but if you prefer to do the Mandate alone, just ignore me. The only 'finagaling' with your character that I'll be doing here is giving you a horse and working with the rainy weather.]
Usagi Kocho continued his canter-walk-canter pace that the Emerald Magistrates taught him and, after a brief interval, catches up with the esteemed Mirumoto Horimono. With an amiable nod, they match pace to finally arrive at the Abbey, as eager as their horses for some food and to get out of the damp wind.
[Yatsuji-sama, I'm doing a description of the Abbey gates and porter here, but if anything doesn't meet with your approval, feel free to correct it. I'm trying to be generic as possible but still move the story along]
The road changes from mud into stone on finely crushed gravel base for the final ri [Japanese distance measurement about 4000 m or 4300 yards-- the Japanese 'mile'], a welcome change for men whose tabi are already soaked with wet mud kicked up by their horses' hooves. Finally, the two arrive as dusk falls, in the Hour of the Rooster, and are met at the wooden gates of the compound by a tall aesthetic man in monks robes of Phoenix colors.
Pulling up a polite distance away from him, the two bushi address the porter...
"Good evening, honored Asako. We are Mirumoto Horimono and Usagi Kocho, come at the command of the Emerald Champion to see your holy abbot. May we take shelter for the night?"

My lord, I would be most honored to travel alongside Doji-sensei to assist in uncovering the culprit of this most unfortunate murder that has stalled talks between the Crane and Mantis. An agreement must be reached between the clans so that trade does not stall and the Empire may continue to prosper, and I feel that I might be particularly useful in aiding the investigation. I eagerly await your response and thank you for your consideration.

Feel free to take part in any of the following mandates over the coming week. Anyone who declares their participation in any of these mandates and has at least five RP posts contributing to the same need only to send a PM to myself or Otomo Yatsuji to receive their glory reward. All mandates are in and around Kyuden Meiyo in Lion lands.
Ward Masters:
Under the eye of their newest Scion Shosuro Sezaru, the Scorpion clan have been given the unenviable task of purifying the Imperial courtroom and strengthening the wards contained therein. While the ward masters of the Soshi and Yogo are on hand to guide The Wolf in his efforts, they have also called upon any priest of the kami who loves the Empress to also lend their aid. There is also considerable work yet to take place in determining just exactly how a bloodspeaker managed to penetrate the spiritual defenses already in place.
Problems for the Lion:
Given the recent unrest with the peasants in Kyuden Meiyo it is becoming clear that something must be done. However, the Lion have proven ineffective in curtailing rising violence in the vicinity of the palace and now it seems that other clans are becoming involved as well. Part of the first Imperial Legion is in the area and has begun patrolling the streets at night to ensure that nothing untoward happens. Aid the Legion in making sure that all is well in the streets of the city. Something could totally go wrong and it might be all your fault.
First Bank of Kyuden Meiyo:
It turns out that building a whole palace for the Empress in six months is an expensive endeavor, which has left the Lion Clan in debt for the winter. You may take this chance to help or hinder them in their efforts to regain some monetary power. Speak with their and other diplomats or find a new source of revenue for the Right Hand of the Empress. Alternately, take the time to crush them under your economic heel and grind them into subservience.
Hunting the Golden Bear:
There have been reported sightings of a very rare Golden Bear in the forests near Kyuden Meiyo. The Agasha Daimyo has remarked publicly that the bones would be a useful ingredient in his alchemical experiments. Take a hunting party to track and kill this special beast that stays to the deeper parts of the forests. The first poster for this mandate will be considered the leader of the hunt and should PM a GM for special details about the Golden Bear and its survival tactics.
On the Trail
Word has reached us that there is an assassin on the loose inside Kyuden Meiyo and its surrounding town. We want this matter handled quietly and therefore need someone with the right skills to track this murderer before he, she, or it reaches their next target: An important Kitsuki Ambassador. Begin your search in the Kitchens of the palace and track the assassin to their final destination before they have the chance to carry out their insidious plot. Side Note: I’ll throw in 5 extra Glory if you fail horribly and the ambassador dies and the assassin gets away.

We apologize for the delay. Remember that to start a mandate, simply create an open thread with the text of the mandate quoted in the OP. The reward for all mandates is 100 glory, once PMs are sent to either Otomo Yatsuji or myself upon their completion.
All mandates this week come from the office of the Emerald Champion, Yasuki Hachi.
1.) A Problem of Blood
There are an alarming amount of Maho-tsukai in Kyuden Meiyo and this cannot be allowed to continue. With the official authority of the office of an Emerald Magistrate, establish an investigation against this growing problem. Track the magic users to their final den and figure out how to stop them from growing in numbers. Players who wish to undertake this Mandate should make sure they have the Emerald Magistrate position (or similar clan magisterial distinctions, koroiban, jade magistrates, or kuni witch hunters). Also, make sure that the party leader sends private message to the GM’s about which thread it is so they can participate.
2.) Point of Contact
There are rumors that the recent unrest among Lion peasants may not be entirely coincidental to the building of Kyuden Meiyo. Our information leads us to believe that one Ikoma Katanubo may be responsible for a large amount of the problems, in conjunction with a Scoprion associate. However, we don’t want more disturbance like the one caused by the Crane delegation. Find a way to lure Katanubo out of the Lion quarters and get information from him concerning his recent activities.
3.) Gold for Stone
The time has come to properly repair the Kaiu Wall but the Crab need cash to pay their workers and get materials. Meet with delegates of the Mantis or Crane to get an exorbitant amount of money from them. Note that the Lion are already in debt and the Crane are in a very powerful bargaining position right now as a result. Any Crane involved in the thread have the honorary distinction of “Holding Debt” that can be used in bargaining conflicts.

February 27th, 2014. - The wedding of the Wind. Kaneka, The Bastard, Son of Toturi has been betrothed to a Yasuki bride. Since the end of Winter Court, the Crab has put anyone not working on the rebuilding of the Kaiu Wall into preparing for the most important wedding the Crab Clan has seen in over a hundred years.
The Crab have extended invitations to Ally, and enemy alike, looking to make this wedding a jumping point into the new Rokugan Empire.

With Kaneka's marriage into the Yasuki Family secured at Winter Court, the time has come for the samurai of Rokugan to descend upon the lands of the Yasuki to celebrate the first of the Weddings of the Wind.
The Yasuki, and the Crab Clan as a whole, have spent considerable time and resources, to make sure that this wedding is an event to be remembered, and you have been invited, as a representative of your clan.
Crane Players
With the obvious tense history between the two clans regarding the history of the Yasuki family, this could be a tipping point between the two clans. Will it affirm the peace between your two clans? Or will it be the beginning of a march towards war?
There is already a thread going for this, and if the Crab wish to start new ones, that's fine.

In the shadow of the Yasuki wedding, there has been a DRASTIC spike in the price of Pepper. An Otomo has found some information related to the issues, and is willing to share in confidentiality the things he has learned, in exchange for your protection. He is convinced that there are people following him, and there were curious circumstances surrounding an accident that happened in the Inn he was staying in.
Meet with the Otomo, find what information he has found, and if he truly needs protection.
Feel Free to start a thread, with whatever group you have put together, I will participate as the Otomo.
Shady Players
Infiltrators, Kolat, and other "characters of questionable intentions" are encouraged to actively thwart, and or assassinate the Otomo.

The Shadow of the Wolf.
It has been rumoured that the Kuni daimyo has been seen in the Yasuki lands. Magistrates deny the lady daimyo's appearance. There has been however a commotion in the temple district late in the night. For a certain amount of days, Shortly after the hour of the Ox, (3am) there can be heard a wolf's howl. This howl tugs at the souls of those with an elemental affinity. Individuals speak for certain of an omen of doom and doombringers portent to something ill for both the Yasuki and the wedding.
If, your character hears the call of the wolf, you are tasked with finding the source of the commotion, and ensure that nothing interfere's with the Wedding, and that there is no danger for the Yasuki.
Once you reach a point where interaction with the Daimyo, or other party is neeeded, feel free to PM one of the Staff.

The Toritaka Daimyo, and his famed Falcon, Mamahaha, have arrived in the Yasuki lands. The Toritaka are offering worthy individuals a chance to learn a few of their family's secrets; Falconry. Are you worthy enough? There is only one way to find out.
This is a free form, "Social" type Mandate, and can be seen as an in character "after hours" type event. You are free to interact with the Toritaka, and participate in Falconry events, including training, and taming, your very own Falcon. Bonus Glory can be awarded for participation in this, based on the quality of RP.

I'm pleased with how these Mandates are progressing. I just wanted to let people know, that I'm thinking we'll let these mandates sit, to finish up, and then late next week, I think we'll put some more mandates up.
That should give people time to finish up stories, not feel rushed, but still keep the game moving.
Because Our numbers are a little thinner than I hoped they would be at this point, after Kaneka's wedding concludes, the next set of mandates will be for people leaving the Wedding, and on their way back to their clan's home. I'm hoping to do have a few mandates for each Area of the land. Some of them may cross between areas, we'll see.

But new information may be related to the destiny of the Yasuki lands. However, Hamiko, being herself a discreet woman, is not inclined to share her knowledge that easily and ruin her reputation, but might do so to her new dana… Hamiko is for now well protected in one of the most famous geisha houses of the province, and any harm to her could cause a scandal.
