Imperial Mandate 1: Crane vs. Mantis
Recently, the Unicorn sent their ambassador, Ide Kofu, to help talks between the Crane and the Mantis over shipping rights. The Crane and Mantis are at each others’ throats and an equitable agreement must be reached quickly. Matters became complicated when Ide Kofu was found dead only a night after his arrival at the site of the peace talks. Both the Crane and the Mantis blame the other for sabotaging what should have been an easy conference. Who will find Kofu’s real killer and what is to be done about the Crane and Mantis delegations?

Imperial Mandate 2: Southdown Abbey
On the border between the Phoenix and the Dragon lands lies the Southdown abbey, home to an important library full of historical texts about the lives of the original 8 kami. For years this library has been attended by Asako monks but recently the Dragon have staked claim on the territory. Negotiations have broken down and both sides are willing to kill over ownership of the library. Travel to Southdown and solve the problem.

Imperial Mandate 3: Kyuden Meiyo Construction
Since announcement of Winter Court the Lion have been scrambling to build the brand new Kyuden Meiyo, a place to be fit for the Empress’ winter quarters. Favors have been called in and massive amounts of money are being spent to create a palace of opulence. However, many peasants have also been required to spend time on the project, leaving less time for their fields. There are threats going around that if the burden of construction is not lifted soon, there are likely to be riots from farmers who do not wish to go hungry. Rumors also abound of Scorpion involvement.
Requirements: 1+ Player, 5+ posts/player Reward: 5 glory/player Note: This Mandate may be attempted by multiple players independently, but only once per player.

My lords,
I request the opportunity to apply to the first Imperial Mandate. Even with our loss, it's still the duty of an Ide to mediate between the two sides of this conflict. We should act as the hand of peace for prevent more blood to be shed. Our oath to the peace demands that we must intervene, even if we have now a personal view of the conflict.
Also the honor of the Unicorn demands that the mystery behind the death of our clanmate must be solved, and the culprit put in front of the Imperial justice. I'm not a magistrate, but I'm ready to serve as a liaison between your will and the person in charge.
May the Winds carry your wisdom.

Honorable Doji-sama,
I would respectfully request, that you allow me the honor of assisting in negotiating the end of this trade dispute. It is a terrible stain upon the honor and reputation of the Crane Clan, both as hosts, and providers of goods throughout the Empire.
With the help of the Mantis delegation, I'm sure a speedy end can be brought to this conflict.

Kimiko can neither confirm nor deny such rumors, at least not by sight.
I'm in on this one.

My Daimyo
I was made aware of an unfortunate incident involving a group of our estimated Kuni is likely to be lost in the Shadowlands while doing their researches. It is known that they were accompanied by some Scorpions from the Kuroiban sect. None of them returned and we know an incident like this can mean something greater than it sounds. I consider this to be a matter of importance; therefore I am assigning a group to rescue them. A group I'll be leading in person, with your permission. I believe something which gathered both Kuni and Kuroiban attention at once, is worth of our Clan's attention as well. I'd like to make sure our enemies from the other side of the Wall are not planning something while the Winter can make Rokugan less attentive. Certain of your approval, unless you need me somewhere else, I'm up for the preparations for this raid.
Your loyal servant
Kaiu Satomi

The cold rain finally eased off as Usagi Kocho rode up the final rise in the land and took in his first sight of Southdown Abbey. His horse shivered and shook it's head, casting a light mist of raindrops from it's mane. Reaching down, Kocho offered a sympathetic and comforting hand to his mount.
"Easy, Kiri-chan, easy. We'll both be warm and dry in a couple hours."
Taking a page from his horse's scroll, he gave his shoulders a shake in an admittedly useless gesture. His mino rain cape was soaked through, but the gesture felt defiant enough. Giving the horse a light tap to the ribs, they continued their journey. Yasuki Hachi-sama has sent Usagi Kocho to a library to wage peace, and that was not getting accomplished sitting in the road talking to a horse about the rain.

It's just a coincidence that Bayushi Katsuro is also in the area. It's perfectly natural for people to be traveling to the planned location for Winter Court, after all.

Mirumoto Horimono will travel to the Southdown Abbey to investigate the Dragon-Phoenix tensions. There he will seek to see a conclusion to the events that result in the Dragon's favor and if possible, without blood being spilled. I will create a thread to appropriately handle the mandate.

I am heading that direction already. It will be no inconvenience to secure the interests of my clan in this matter, as well as determine who is responsible for this murder.

My daimyo,
I would respectfully request, to be allowed to travel south to the Kaiu Wall, regarding the 4th Imperial Mandate. As of now, a team of Scorpion Kuroiban and Kuni Witch Hunters failed to report promptly. Bearing in mind the loyalty of the Scorpion and the duty of the Crab, I am afraid that a dire situation might have befallen our brethren. Bearing in mind, our family's past collaboration with both shugenja schools, and out of mutual benefit for the good of Rokugan, I wish to honor both the Unicorn Clan and our dojo's name and seek for our brethren lost in darkness.
With esteem, Moto Arandaru
