Actually I think Lion, because of the lack of background options. Somewhere in your background you've been in the army, no matter what character you make (with some very few exceptions). In other clans you have much more background options.

Dragon: the deep apolitical envision created in the first editions is more fit to NPC, IMHO.
Playing a Dragon or running a campaign for Dragon characters is all about making them be the less Dragons possible... eventually they'll need to ignore their convictions and expected behavior or become isolated...

Lion, Mirumoto are fairly easy to include as they are pretty much just the same as any samurai when you get down to it. The lion though.. hard to have a rich history whe your are licking the Imperial Families boots and trying to wage war for the sake of keeping in practice on your neighbors.

Yeah, Te, it's what we expect from a true Dragon (NPC)... however it's never good to a PC.

Although this might get me keel hauled I have gone with the Scorpion clan.
I like the scorpion, it is in fact one of the only two clans I have played in the table top (the other being crane) but something about the way they are written makes them dull.
Either they have to be nearly omniscient or resoundingly idiotic for many of the stories to work. Both of which make for dull characters in the setting in my opinion.
